DEVELOPING FUNCTIONAL LITERACY IN PRIMARY SCHOOL STUDENTS: A COMPARATIVE ANALYSIS OF INTERNATIONAL APPROACHES

Functional literacy, in its most expansive sense, transcends mere proficiency in reading and writing, encompassing the ability to critically engage with, analyze, and apply knowledge in varied contexts. In this paper, the evolution of functional literacy in primary education is explored through a comparative analysis of Uzbekistan’s emerging strategies alongside the highly acclaimed Finnish educational model. By analyzing the pedagogical frameworks that shape functional literacy development in both countries, this study highlights the vital role of critical thinking, real-life application, and interdisciplinary learning in fostering literate citizens. The findings suggest that Uzbekistan’s curriculum reforms, though promising, would greatly benefit from integrating Finland’s more progressive, student-centered, and holistic pedagogical approaches.
