Abstract

The most important stages of the proposed cluster project can be considered the formation of a core, the creation of a cluster management mechanism and the implementation of a development program. When deciding on the feasibility of creating a cluster in the market of housing and communal services and related services, the initiators present at the general meeting a working model in which the cluster core occupies a special place. Its formation begins with the signing of a cooperation agreement. The stage of forming a cluster core includes the establishment of a coordinating council, one of the main tasks of which is to regulate the activities of working commissions (or councils), for example, a council for interaction with state and local authorities, a strategic planning council, etc.
