Abstract

Its formation begins with the signing of a cooperation agreement. The stage of forming a cluster core includes the establishment of a coordinating council, one of the main tasks of which is to regulate the activities of working commissions (or councils), for example, a council for interaction with state and local authorities, a strategic planning council, etc.
